It's called Diffusion of Responsibility. Everybody thinks everybody else is gonna do something about it or that is more qualified than you to do something about it.
Worse of all, it happens regularly enough to be called "social phenomena".
It's similar to when someone's car is broke down and they are stranded on the side of the road. No one stops to help because "someone else will do it".
