We live in a group tenancy building - eight flats in one building. Our upstairs neighbor talks so loudly that we can hear her on her cell phone FROM THE STREET and the whole time she's walking away. It's way worse when she's in the building's hallways. Why she has to talk so loud, I have no idea but it makes me want to scream.

Do the same to her. Stand by her doorway while you talk on the phone and see if she likes it. Or make a anonymous sign and put it in front of her door. "Turn the f'n volume down while on your cellphone!"
